This is an earthquake-induced fire prevention device called a "sensitivity breaker." When an earthquake occurs, it automatically shuts off the breaker to prevent electrical fires after power restoration. A significant force is required to trip the breaker. However, the power from dry batteries cannot provide enough force to directly cut the breaker.
